The ADG Team

STUART ARNETT became the Managing Partner of the Arnett Development Group LLC (ADG) in 2006. ADG succeeds an earlier community development business established in 1987. ADG provides planning and development services and project implementation to communities, not-for‐profits, higher‐education and businesses. ADG utilizes a team of subject‐matter experts in land‐use planning, landscape and building architecture, branding, finance, and community outreach.

Prior to founding ADG, Stuart served two four-year terms as the Director of Economic Development for the State of New Hampshire, the state’s lead person for economic development policy, business advocacy and client services. He served under three Governors, both Republication and Democrat, proving to be able to work collaboratively with both sides of the aisle. Before accepting the state position, Stuart was the Director of Development and Planning for the City of Claremont, New Hampshire. During his tenure, the city’s Development Authority’s net worth grew by more than 400%, while the city’s tax rate dropped for seven consecutive years.

WILLIAM P. FLYNN is the founder of wp flynn, landscape strategist, in Norwich, Vermont. Prior to establishing the firm, Bill was a founding partner and campus planner with Saucier + Flynn, Landscape Architects in West Lebanon, New Hampshire. For 25 years Saucier + Flynn served institutional and municipal clients throughout the Northeast region.

Bill has extensive experience in community and campus planning. He developed campus landscape master plans for Dartmouth College, the University of New Hampshire, Marywood University, Johnson State College, Castleton State and has served as campus planner and landscape architect for several prestigious secondary schools including St. Paul's School, Brooks School, Proctor Academy, and Kimball Union Academy.

Since 1980, BILL PARKER has worked in both the private and public realms for civil engineering, surveying and land planning firms as well as county and municipal planning and community development offices. Bill’s broad background includes subdivision and site planning and permitting; writing zoning and development regulations; and grant applications and administration. 

Most recently, as Community Development Director for the Town of Milford, New Hampshire, Bill managed several federal, state,and local transportation improvement projects,  and initiated and guided the Town’s economic development advisory council and the tax increment financing district.

MATT HENRY provides ADG with market research and economic analysis services utilizing the latest modeling software such as EMSI Dataworks. In addition, he has several years of experience working with small towns and municipalities in New Hampshire. Most recently he was the Planning Director for the Town of Rindge New Hampshire. While at Rindge he served on the Economic Development Task Force, worked closely in town/gown relations and was instrumental in coordinating a PlanNH charrette that focused on the creation of a new town center. In addition, Matt brings experience as past Planning and Zoning Administrator for the Town of Lincoln and having served on the Town of Bedford’s Economic Development Commission.

As ADG’s Development Strategist, MARTI ROVEDA brings almost 20 years of economic development and real estate experience. Marti has served in key leadership and management roles to attract or support almost $20 million of investment to the City of St. Louis through real estate development, business attraction and expansion, and community engagement. Her expertise in federal, state, and local redevelopment laws and programs along with her research and financial analysis skills, have lead to viable solutions across a broad spectrum of development and real estate challenges. Prior to joining ADG and relocating to the Atlanta area, Marti managed New Hampshire’s only Business Improvement District, Intown Manchester Management Inc.

Our Project Manager, ANNETTE ZAMARCHI brings thirty years of marketing, communications, and project management experience to ADG. Her ability to see the big picture, follow through on details, plan ahead to meet multiple and complex schedules, and work well with diverse stakeholder groups has consistently added deep value to the organizations she engages with. Annette has broad experience working with both local and national nonprofit organizations, is currently a Trustee of NHSCOT, leading advancement teams in marketing and development.
